Our Story
It Started with a Book and a Licensing Exam
Back in 2013, when PassPen founder Ethan Peyton sat down to study for his insurance licensing exams, he didn’t buy an expensive online course. He bought a book – an actual, physical book. He studied from it, walked into the testing center, and passed. The tools were straightforward, the material was solid, and that was enough.
These days, that kind of simple, focused option is harder to find. Most exam prep companies sell courses – long ones – because they’re built to fulfill state-mandated pre-license education requirements measured in credit hours. Those courses contain what you need to pass, but they’re wrapped in a format that can feel slow and tedious. And if your state doesn’t require a pre-license course, you’re paying for a package you don’t actually need.
We’re not trying to replace full courses for people who need them. We’re here for the people who don’t – the ones who just want quality material at a reasonable price, so they can study smart and walk into exam day feeling ready.

Hey, I’m Ethan.

I got my P&C and Life & Health licenses in Missouri back in 2013, followed by a real estate license in 2015. Along the way, I made a few expensive mistakes – like the time I accidentally bought double the continuing education coursework I needed because I didn’t realize a single course could satisfy both my P&C and Life & Health requirements. Money was tight, and that one stung.
That experience led me to create StateRequirement in 2016 – a site dedicated to helping people navigate the licensing process so they don’t make the same mistakes I did. In 2021, I launched PassPen to take it a step further: giving people the actual study tools they need to pass. I also run AdjustThis, focused on the adjuster licensing space.
I believe you shouldn’t have to spend hundreds of dollars on a full course when what you really need is solid practice material and the discipline to study it. PassPen is built on that belief.
